Sources and collection
Evidence was collected from public legal databases, state laws, government documents, funding records, provider websites, and other publicly accessible sources.
Population estimates come from the U.S. Census Bureau’s 2024 Population Estimates Program. Federal funding data comes from the Office of Juvenile Justice and Delinquency Prevention’s FY2025 Title II Juvenile Justice Formula Grant allocations.
Given the scope of the search, AI was used to locate potential evidence following a detailed search and scoring protocol. Sources were subsequently reviewed before final scoring decisions were made.

The evidence search may not include every relevant source. Some information is inaccessible, difficult to search, or not publicly available. States also do not always distinguish youth restorative justice from broader diversion or alternative practices in funding records.
